Explanation of Bond increase

The North Chelmsford Water District built the Water Treatment Plant in 2011, it took 2 years to seek approval from MA DEP and the North Chelmsford water takers. The cost to engineer and build the water treatment plant was 8.4 million dollars, the North Chelmsford Water came up with a Bond payment schedule to fairly repay this loan, starting construction in 2009, this Bond repayment schedule started in 2010 and 2011, these two Bonds will be paid back in 2030 and 2031. The reason for the Bond increase is during water tower maintenance, the Swain Road water tower needs to complete interior painting at a cost of $808,000 Thousand dollars.
