We are no longer accepting Final Read Requests over the phone.
Incomplete forms or forms for properties not served by the District will be returned.
Fees
The fee for a Final Read Request made more than 10 business days before the closing date is $100. The fee for a Final Read Request made within or less than 10 business days of the closing date will incur an additional $100 charge (total of $200). Checks should be made out to the North Chelmsford Water District or NCWD. Checks made out to the Town of Chelmsford or any other entity will be returned. If the transfer is delayed/falls through for any reason and the paperwork needs to be redone, please complete and submit a new form. Any previously paid fees for delayed/fallen through transfers will not be refunded or transferred. Commercial customers: if your meter is replaced, a meter replacement charge will be added to your bill.

We will review your account information to determine whether your meter needs to be replaced.
If your meter does not need to be replaced:
As a courtesy, we will notify you when the Final Read will be completed. Generally, you do not need to be present for the Final Read, but we will contact you to schedule an appointment if we are unable to retrieve the read from outside.
If your meter needs to be replaced:
We will contact you to schedule an appointment to complete the replacement. An authorized representative who can provide access to the area where the meter is located (usually in the basement) will need to be on site.
