Explanation of Bond increase

The North Chelmsford Water District built the Water Treatment Plant in 2011, it took 2 years to seek approval from MA DEP and the North Chelmsford water takers. The cost to engineer and build the water treatment plant was 8.4 million dollars, the North Chelmsford Water came up with a Bond payment schedule to fairly repay this loan, starting construction in 2009, this Bond repayment schedule started in 2010 and 2011, these two Bonds will be paid back in 2030 and 2031. The reason for the Bond increase is during water tower maintenance, the Swain Road water tower needs to complete interior painting at a cost of $808,000 Thousand dollars. "Asset Management for Swain Road and Washington Street Water Towers"

Spring 2020

1.8 Million Gallon Washington Street Tower will be drained, the exterior power washed, Paint coatings repaired, Vent replace, the interior chemically power washed, disinfected and put back online.

The North Chelmsford Water District will be draining the Washington Street Water Tower to make necessary improvements, you may experience some discoloration in your water for a few days. If you have any questions please call our office during regular business hours Monday-Friday 7:30-3:330pm, our apologies in advance for any inconvenience. Thank you

 

Fall/Spring 2019/2020

The permanent replacement of Bomil Gravel Packed Well Three will be completed and put into the Water Treatment Plant.

September 26, 2019 through November 26, 2019

4.1 Million Gallon Swain Road Water Tower will be drained, the interior will be completely sand blasted and a new coating of paint will be applied.

 

Mandatory Residential Meter Replacement Program

The North Chelmsford Water District has begun replacing residential water meters throughout the system. 

  • Installations can be performed Monday through Friday from 7:30AM-2:30PM (excluding 12:00 to 12:30PM)
  • You select the day and specific time that works best for you- no windows of arrival to deal with
  • A typical installation takes approximately 30 minutes

Our service technicians will be going door to door. If you are not home when our technicians stop by we will leave an orange card asking you to make an appointment. Thank you for your cooperation!

Mandatory Commercial Meter Replacement

The North Chelmsford Water District has begun replacing commercial water meters throughout the system. 

  • Installations can be performed Monday through Friday from 7:30AM-2:30PM (excluding 12:00 to 12:30PM)
  • You select the day and specific time that works best for you- no windows of arrival to deal with
  • A typical installation takes approximately 1 hour
  • There is a CHARGE to replace your meter. Please refer to the letter sent with your January Water Bill for pricing, or contact the office.

All meters must be upgraded prior to March 31, 2017. Thank you for your cooperation!

Requests for Final Water Meter Readings

Are you moving to a new location or selling your home or business?  Selling your Home or Business Are you selling your home or business? Please contact the District office no later than one week prior to the date of closing so a Final Water Meter reading can be done. When you contact us, we will request the following information.

  • Date of Closing
  • Address of property you are selling
  • Buyer's Name
  • Closing Attorney's Name, Phone, and Fax numbers

Moving Are you moving to a new location but will still own property within the North Chelmsford Water District bounds? Please remember to contact the office directly with your updated mailing address. We do not receive address updates from the Town of Chelmsford or Town of Tyngsboro. By providing your new mailing address, your bills will reach you in a timely manner helping you to avoid late fees and/or Shut-off Notices.
